Welding and Cutting: Part 1

Welding and thermal cutting operations are associated with many industrial processes. Fumes, gases, sparks, hot metal, radiant energy, equipment and compressed gases are hazards to health, safety and property. However, these hazards can be reduced through the implementation of effective control programs and addressing operational, administrative and personal protective controls.

The purpose of this 2 part bulletin is to provide an overview of the exposures associated with welding and thermal cutting, and to suggest control measures in reducing the potential for loss.

Training and Authorization

Welding and cutting should be restricted to employees who have proper training regarding the equipment operation; handling and storage of materials; compressed gases and associated chemicals; working procedures; and controls in effect. Adequate supervision of the employees and operation should also be ensured.

Hazard Communication Program

In order to raise the awareness and to ensure the necessary control of those hazards, a hazard communication program is an important key to reduce loss potential. The program does not have to be lengthy or complex but should address key points including:

1. Conducting a chemical inventory resulting in a list of hazardous materials/chemicals associated with the operation.

2. Collecting and making available pertinent Material Safety Data Sheets (MSDS) on filler metals, electrodes, fluxes, compressed gases and other chemicals.

3. Ensuring that each container is appropriately labeled, tagged or marked with the identity of hazardous chemicals contained and areas are appropriately posted.

4. Establishing an initial and periodic employee training and information program that includes topics on the program itself, exposure hazards, availability and use of MSDS and specific controls in effect.

ELECTRONICS SCRAP

On April 30th, the Ontario Electronic Stewardship (OES) is making their second of two public consultation sessions to the Ontario Waste Electrical & Electronic Equipment (WEEE) Program.
